Das Difu Repository ist der Publikationsserver des Deutschen Instituts für Urbanistik.

Erfasst werden die bibliografischen Daten aller vom Difu herausgegebenen oder unter Mitwirkung des Difu entstandenen Publikationen, sowie Beiträge von Difu-Wissenschaftler*innen in externen Veröffentlichungen, wie Zeitschriften oder Sammelwerken.     Grün, blau, grau - mehr Lebensqualität in Kommunen

    In Städten wirkt sich der Klimawandel wegen der dichten Bebauung und der hohen Versiegelung besonders stark aus. Deswegen ist Klimaanpassung hier auch besonders dringend. Zu den bewährten Maßnahmen gehören die Schwammstadt, Hitzeaktionspläne und Überflutungsprävention.

    Urbane Straßenräume neu denken!

    Im öffentlichen Raum verdichten sich die verschiedenen Trends und Transformationen der heutigen Stadtentwicklung: Klimaschutz und Klimaanpassung, Mobilitäts- und Energiewende, die dreifache Innenentwicklung, Schwammstadt sowie die diversen Aktivitäten für eine saubere, kühle, lärmreduzierte, (umwelt)gerechte, resiliente und sichere Kommune. Die jetzige Verteilung des öffentlichen Raums auf die einzelnen Funktionen bzw. Nutzer*innen entspricht nicht den Anforderungen einer integrierten, klimaresilienten und zukunftsfähigen Stadtentwicklung. Sehr unterschiedliche und zum Teil divergierende Interessen und Ansprüche treffen hier aufeinander – die der bisherigen und die der neuen Nutzer*innen und Funktionen. Der multifunktionalen Ausrichtung des Straßenraums, der Disziplinen übergreifenden Zusammenarbeit in den Kommunen und der Einbeziehung aller relevanten Akteure kommen deshalb bei der Transformation urbaner Straßenräume eine zentrale Rolle zu.

    Novel urban water systems in Germany: governance structures to encourage transformation

    Novel technologies and concepts for urban water systems regarding the supply of different types of water, the separation of wastewater streams and the use of wastewater as a resource already exist, but for the most part have only been implemented in Germany in pilot projects. Limitations in the ability of governance structures to adapt might be one reason for the stagnation in their implementation. This hypothesis was investigated by means of literature analysis, expert interviews and stakeholder workshops. Obstacles to innovation were identified along with activities and measures that encourage implementation. In particular, institutional barriers and the difficulties institutions have in adapting represented key constraints. Thus routes to institutional innovation and new institutional arrangements among key players were identified and optimised. All in all, specific measures leading to cooperative management have the potential to support the necessary restructuring of institutional arrangements and pave the way for transformation.

    Remunicipalisation Revisited: Long-Term Trends in the Provision of Local Public Services in Germany

    This chapter contributes to the ongoing debate on the ‘remunicipalisation’ of local public services by looking back at more than 100 years of service provision in Germany and a broad range of local public services. The analysis shows that there is indeed some evidence of a ‘return of the pendulum’. However, there are strong sectoral differences, and the extent of remunicipalisation is only partly related to the degree of the original privatisation. Moreover, even in the sectors that have experienced a strong renaissance in local authority involvement there are striking differences between the ‘post-liberal’ present and the ‘pre-liberal’ past. Both these observations demonstrate that the recent trend towards remunicipalisation should thus be interpreted as a partial re-balancing rather than a fundamental rollback of market reforms.

    Experiments in EU Climate Governance: The Unfulfilled Potential of the Covenant of Mayors

    Over the last decade, a growing body of academic literature has reflected on how and under which conditions experiments in global climate governance lead to broader changes in rules, norms, and practices helping to meet the challenge of climate change. Drawing on the assumptions of the scholarship on experimentalist governance architectures, this article analyzes the effectiveness of the Covenant of Mayors (CoM) as a comprehensive governance framework that enables the development and coordination of local policies for sustainable energy and climate through a range of joint instruments for recursive goal setting, monitoring, and benchmarking. Our findings illustrate the CoM’s significant potential in terms of both general political uptake and policy output, which could make of this program, if appropriately fine-tuned, a successful governance experiment contributing to building a more effective global climate regime.
