Strategies for reducing the final energy demand of buildings and for decarbonizing the heat supply by integrating renewable energies and unavoidable waste heat must be harmonized. This requires spatial coordination of renewable heat sources, associated infrastructures and heat demands. Furthermore, the strategic development of decentralized and grid-based supply systems as well as electricity, heat and gas grids must be included in this process. As has been the case in some neighbouring countries for decades, municipal heat planning is now also becoming the focus of scientific and practical debate in Germany. In some federal states, heat planning is already obligatory for municipalities and thus becomes part of the municipal services of public interest. Heat planning lets the municipality strategically develop existing potentials and coordinate heterogen investment decisions while keeping in focus the overall target of a greenhouse gas-neutral heat supply of the buildings. The aim of this study is to provide readers with the state of the scientific debate on municipal heat planning in Germany and to contribute to a common understanding of the term. Based on this, possibilities and limits of the instrument are presented and further development and research needs are derived. Potential tasks and a reference model for municipal heat planning are presented in four steps. In addition, conditions of use, obstacles to implementation and approaches to solving problems at the municipal level are reflected upon. Der Bericht des Weltklimarates hat 2014 noch einmal verdeutlicht, dass höchster Handlungsbedarf besteht. Die Bundesrepublik Deutschland hat sich daher ehrgeizige und langfristige Klimaschutzziele gesetzt: Die Treibhausgasemissionen hierzulande sollen bis 2050 um mindestens 80 bis 95 Prozent gegenüber 1990 sinken. Dabei fällt den Kommunen eine besondere Rolle zu: Hier wird einerseits ein großer Teil der klimarelevanten Emissionen erzeugt. Andererseits haben sie große Potenziale in Bezug auf Energieeinsparung, Energieeffizienz und - insbesondere im ländlichen Raum - die Produktion erneuerbarer Energien.
